Vista Business logon screen options

I have a problem where on one pc with vista business when it boots it takes you strait to the screen where you type in your user name and password. On another pc when it boots it takes you to a screen with an "account" displayed called Other User, if you click that it takes you to the screen where you enter your user name and password. The pcs are on a domain with the group policy option which requires you to type in ctrl+alt+delete disabled. I would like the second pc to behave the same way as the first (strait to username and password screen) however everything i try doesn't seem to work. please help, thanks in advance.
