issue with over sized shell32.dll

my shell32.dll is 28mb in size and i get a " shell32.dll relocated" error often for many things , from what i herd that is because the limit for the shell32 is 9mb

(i herd that this may be because i got many IME's (korean,japanese,chinese,arabic,thai)

i also got some theme modifications as FK-OSX , and icons on 128x128 setting , and many extended icon packs)

most these things i don't want to delete or go through trouble of taking out ,, and with it so high i cannot install things i want to

is there any way to change the file to handle the size , or do anything else to get by without taking stuff out (as making multiple files , compression , other) ?
