regional and language options

Hi all,

I' know this has been asked before and that the soulution is simple but for the life of me I can't formulate the question that will give me the anwser, at least in google, so hopefully a more detailed description here will get me the result I require.

Basically I live in a non english country, and although I have installed Win XP pro in english, whenever I try to download an application the web browser trys to be more clever than it should and it takes me to the download page of the country I am in. I seem to remember that this is an os issue, but even though I've changed the regional and language options to english the web browser insit on helping me choose my downloads, also even though i manage to download the english version, some applications will try to install with the language support of the country I'm in. this is most annoying. How can I stop this from happening.
