Cannot Slipstream WindowsXP-KB917021-v3-x86-ENU.exe with /integrate

I am having problems with integrating WindowsXP-KB917021-v3-x86-ENU.exe in my Windows xp sp2 Image, all other Updates went fine.

I assume that the KB917021 is in conflict with some other Update.

I´m doing the integration in MS recommended way:

CLI: WindowsXP-KB917021-v3-x86-ENU.exe /integrate:c:\CltEN.SP2\ /log:c:\log.txt

Then i get the Setup Error message box:

"Verify that the architecture, language, and service pack level of this software update are valid for the target distribution folder."

The log file says:

But the KB917021.exe and KB917021cat were copied to the CltEN.SP2\i386\svcpack Folder. So i geht a bit confused about the log file entry:

"50.172: CopyHotfixAndCatalogToSvcPack: Error 0x5 while trying to copy file C:\TEMP\CltEN.Hotfix\sp3\WindowsXP-KB917021-v3-x86-ENU.exe to c:\TEMP\CltEN.SP2\\I386\svcpack\KB917021.exe"

I searched the board, and tried the encrypted vbscript tool from IRP, http://www.msfn.org/board/index.php?showtopic=39303.

It worked out but i cannot use it because of company policies.

I also extracted the WindowsXP-KB917021-v3-x86-ENU.exe to a folder and tried to integrate the patch with update.exe but it did not turned out.
