Theme control over Task Bar properties

I set my taskbar at double height (showing two rows) but gets reset everytime I reboot. I narrowed this down to the start of the Theme Service; so, in fact, whenever I change the theme, the taskbar will reset to a single row. It doesn't happen on all my machines, so I think it is something in the settings. Where are the settings that cause the Theme Service to revert to single line?
