Default user Profile: Vista?

Is there a way that will allow me to have all settings copied from test user to ALL USERS?

I'd all ALL NEW USERS (LOCAL & DOMAIN) to have the same desktop, IE settings, folderview, control pannel classic view, power settings, background, etc.

I've done this with XP but not Vista?
