Street and trips 2009

I created an admin install of Streets and Trips 2009 and made it install silently. However, Once I launched S&T 2009 for the first time it prompts me with the activation window...so i choose activate now...then it prompts me to enter the product key. I would like to have it not prompt the users with the activation window and don't want the users to have to input the product key. I searched on the net, tried looking at the .mst file i created but i didn't see anything that would remove these prompts. I also tried the PIDKEY= on the command line with and without dashes.

Any help or any ideas on how to remove these prompts would be appreciated.
