Certain visual elements missing

I've seen a few computers exhibit this problem. Toolbars, buttons and various objects that are supposed to be shiny are white. Creating a new user account seems to fix the problem, but then I am faced with the issue of migrating program data and settings (which isn't always completely successful). I have a few screenshots if the description isn't enough.
