NTFS Permission Lost

hi,

recently i got new confusing behavior from my windows 2003 SP2, that is configure as file server. it holds about 800 GB photo that are share between staff. after each rebooting, windows automaticlly remove staff group from each folder and only hold system and local administrator accounts.

i check eventlog, do defrag, check disk, virus scaning. but every thing seems fine.

NOTE: my child folders do not inherit permission from their parent.
