2 Domain controllers problem

Is there a way to stop cliënts from logging in under the second domain controller as long as the first domain controller is active ?

With other words we don't want the load balancing that the two domain controllers are doing. We want all cliënts to log on under the first domain controller for as long as it is available, when it is not the pc's schould log in under the second one until the first one is back online.

We ar using windows 2003.

Is there a way of doing this ?
