Regional and Language Options doesn't exist in Control Panel!

Hi guys,

I have disabled Windows File Protection. I looked in my Control Panel folder but there is no Regional and Language Options there. However I have intl.cpl in system32 folder but when I double-click it nothing happens.

As article Windows File Protection may not start suggested, I checked the "No Liabality Accepted" certificate by "VeriSign Time Stamping CA" in the Microsoft Management Console and it says that it's no longer valid (valid till 2004!!!). But I guess this is not the reason because my brother's PC has the same certificate with this state and of course his intl.cpl works fine!

I don't want to enable WFP. With this in mind what can I do now? :(
