I import this into the registry, but it always says Never for all fields, even after a reboot.

Configure power settings the way you wanted and the export:

This "Policies"=hex:##,##... your show are the defaults windows installs for Home/Office Desk. You have to configure your desired settings with control panel\power options, for the default Home/Office Desk policy, and then export the keys (maybe after rebooting once done changing the power settings).

You should be able to make it default for new users too with:

I changed the settings that I wanted in the Home/Office policy

to 2,2 NEVER

Applied them

exported the appropriate regkeys

changed the settings back to

never, never, never

imported the regkeys with the settings I want.

checked power options

still set to never, never, never

rebooted just to make sure, still the same.

Change power options, reboot, check the keys have changed from keys in post #3, export the keys.
