Website found waiting for reply

I just formatted one of my systems. Everything seemed fine till I went to connect and got the "website found waiting for reply"

So far I have:

Verified that other computers work on that port.

Released and renewed the IP.

Made sure that under properties in TC/PIP Optain Dns is set to automatic

Checked that hardware is working correctly (NIC Card)

In the systray the network says it is connected at 100MBps with 1/2 as many packets being received as being sent out

Er...What driver of NIC are you using?

Packed with OS or newest Downloaded?
