XP Unnattended weird behavior depending on key (not an invalid key err

If I create an unnatended install with key XXXX, everything works.

when I create it with key YYYY, everything installs, no visible errors, completes the install, boots into windows.

after installing with key YYYY, i noticed that the start menu's 'Internet' and 'Email' icons are different then usual, and when they are clicked, they bring up 'Internet Options' instead of IE. I can open IE manually though. This irregularity led me to look deeper into the machine and I noticed that there are no WMI services. Also, there are errors in the setuperr.log.

Error:

Setup could not register the OLE Control C:\WINDOWS\system32\userenv.dll because of the following error:

DllInstall returned error 2147746132 (80040154).

Key YYYY was confirmed through the (now formatted) original install of windows with keyfinder. I also checked that the xp cd used has the same PIID.

If I do a manual install, the xp installation will not take the YYYY cd key, so I cannot get beyond that point.

Key YYYY may be for MCE, but I am not sure... but I am able to get so close to an install, I feel like there has to be some sort of tweak I could do to get this thing running.

Also I was wondering if anyone thought it would be possible to install with key XXXX, then somehow change the key to YYYY - after the install.

Please let me know your thoughts on this.
