My unattend installation doesnt create $OEM$ folders. Help m

I am able to boot to Bart PE and start Win Xp installation using the command

X:\XP\i386\winnt32 /syspart:c: /dudisable /makelocalsource /s:x:\XP\i386 /unattend:x:\XP\i386\winnt.sif /copysource:lang

2 problems i am facing:

1. Installtion doesnt copy my OEM folder that conatin some applications in 1$/install folder

2. Arabic language is not geing installed

I have attached my CD folders structure

Why would you want to install via Bart PE and not the normal way?
