X-mouse without bringing the window to the front

Greetings.

just wondering if this look right to you guys or not. I wanted to have the x-mouse function where I can hover over a window activate it, but not bring it to the front. The ease of access cpl only lets you bring the activate and bring to front. I could not get powertoys for xp to work despite having read instructions on the net on how to do this. I also tried tweak ui for win2k. This one let me change a few settings but didn't seem to have an effect on the X-mouse function. Why I don't know. For example show menu delay worked in the 2k tweakui. After reading the sample chapter describing the registry setting on microsofts website, I treid to modify it myself. So far it works with no side effects. here is the change i made. I dont know what the rest of the numbers do.

"UserPreferencesMask"=hex:01,01,02,01,12,00,00,00. I I know either the first or second 01's do the trick. But The rest got modified by my hackery and trial and error.

Does anyone know what the rest of the numbers do? at any rate this may be handy for someone else who wants the same feature.
