IAS without using Active Directory ?

Can IAS be used in Server 2003 without using Active Directory?

I'm trying to set it up as a RADIUS server for a network of PIXes, and was hoping to just get it to look at local users configured on the server.

Hope this makes sense?

No, IAS really isn't documented as well as it probably should. However, using google does yield results. You can be the judge of whether or not they're good ones .
