I have a CD with Windows 2000 upgrade only!!!

How can I understand, this disk for Upgrade system from NT4.

I want to create a single disk with Windows 2000 Slipstreamed SP3 and HOTFIXES. I made a cd (Slipstream SP and hotfixes and IE 6.0 SP1), but when I begin installation, system asks me to insert Windows NT 4.0 CD (may be she copies kernel or other not enough files). Then after convert and reboot, Installation do not use my answer file.

Questions:

1) How can I create a full CD with other not enough files from Windows NT 4.0 CD?

2) About Unattended installation: Regional Option by Default it must be Russian and Western Europe and United States. System Locate is Russian. Input Locates:

- Input language EN and RU

- Change Key Sequence CTRL + Shift
