How to create a menu under sendto

Hi,

I want to create a folder under sendto and the folder contains some shortcuts.

Example Send to -> New Product - > Create, Upload,Delete ..

I tried this by creating a folder under send to and added the shortcuts inside the folder.

It works in the current user. If i login as different user id then the sendto fails.

Can any one tell me how to do this
