Is it possible to use SHEmptyRecycleBin in a batch file? Ive had no luck getting it to work. Or better yet does someone know how to turn off the confirmation window when emptying the recycle bin?

To use an API like that, you need to be writing actual code. You can't call APIs from the shell directly.
