Making .mst files... I need installtailor or something else?

Where can I find this file?

Not avaible from wise (**** symantec went here and the website sucks now).

Not avaible from the web.

Or maybe someone have a different program that is abble to generate .mst files? I don't understand how orca works, I want to create a .mst file containing answers for a custom installation of a msi file.
