LogonUI (detecting current state)

This may be more of a programming question, but is there a way to determine what LogonUI is currently displaying?

I need to know when LogonUI has finished "logging off..." and "saving settings..." and has displayed the list of users and is ready to accept a login.

Any ideas? (FYI, I have a service running in the background that would be checking this)
