The cluster administrator account would not open up on node a or b of the level 0 cluster server. As a result the cluster service would not start. In the past this has been known to be a result of inadequate rights with the cluster service account. The service account appeears to have the correct rights. This solution has it's own AD OU structure and receives it's own GPO. our AD engineering has previously looked at this GPO and made updates due to inadequate rights for the cluster service account which resolved that issue

The work around was to shut down node B, then node A. Restart node A, then node B. Everything came back up succesfully

It is a windows 2003 server

Please help me on this problem

Sounds more like an issue with the quorum drive and cluster DB if shutting down and restarting nodes in this manner "fixes" the issue.
