Is there a way to replace the Run dialog with another program?

Im developing a program for launching files with parameters but i don't know if one can replace the standard Run command with another program (my program is a stand-alone exe file).

This way instead of displaying the Run dialog when clicking Run in start menu or pressing Win+R this will open my application.
