Outlook 2003 removes public folder entries

I have recently installed a new Exchange Server and while most users are on Outlook XP I have one user with Outlook 2003. The only problem is that when the Outlook 2003 user synchronizes offline public folders it seems to remove entries from the folders rather than copy any updated entries leaving huge gaps.

Any idea how to synch rather than move? It used to work fine but only a problem since the new server was installed. V frustrating!!!
