Serious IRQ problem

Hi having this huge problem with IRQ conflicts the main problem is that i use a PCI soundcard and the audio that comes out of it seems to be somewhat dragging or slowed down and randoly pitches up or fixes tiself at times. i have 2 things in pci y sound card and a tc powercore i have not really had problem with that just a bit latency it could be coming from my soundcard bc of this also its totally messed up now i had it working ok at some put when i would switch on my midi controller which is connected usb it would work fine but if i turn it off the audio gets laggy n messed up again..i also tried switching slots o f my soundcard already still did not work and btw i also have a usb hub connected to one of my usb just to know which some other things are connected thru....i added some information in pictures to see if someone can figure out n jhelp me find a way i could fix this for now or maybe i have to install windows again which was what i was trying to avoid
