Hotfixes and update problem with Arabic

I have English windows xp with Arabic support I get the RyanVM's Update Pack 2.1.11 update and another update file I got it from this link

I add them to my copy using Nlite and every thing done ok after that I set my input language with nlite to Arabic like this picture

then i make iso file and install it in Virtual pc 2007 then i try to write in arabic and couldnt that when i go to the regional setting the arabic not found there

i search on the net and i found a registry file to restore language bar and not work

where is the problem ??? and how could i solve it???

I had this problem too (with another language).

Create a text file (ie, nls.txt).

Paste your 'Regional Settings' from winnt.sif

and save.

Then run:

Rundll32 shell32,Control_RunDLL intl.cpl,,/f:"<path>\nls.txt"

I have it run after a silent install of a language pack during cmdlines.txt,

but you could run it at RunonceEX or guirunonce.
