can't install wlm 8.5 urgent help nw

i can't install wlm 8.5 or 8.0 it install the sign-in assistant but doesn't install the messenger. but when it does it says error 1603 and it says i need to update my pc but i can't update it for some reason bcoz it says error 634. when i try to install wlm with an installer this message appears;

An error occurred during the installation of assembly

Microsoft. VC80.CRT ,publicKeyToken= "1fc8b3b9a1e18e3b",type"win32",version="8.0.50727. 762",processorArchitecture="x86 .

if you are going for 8.5, i suggest you to install v9 beta which is already available in download sites which is a full download and installs silently.
