Infamous Dell 755 and basic driver question

Our normal imaging guy is out of town, and I'm trying to finish up getting our Hardware Independant imaging working with the Optiplex 755. We've got the mass storage (ahci mode) and nic drivers working and installing fine, but I'm having some strange troubles with video and Intel MEI drivers.

After image and sysprep, the machine is left in a state with no prompts for missing drivers, but these two devices sitting in Device Manager:

Video Controller (8086 29B3)

PCI Simple Communications Controller (8086 24B4)

The Video controller is the second DVI for the Q35 Express video card, which the first controller is sitting there installed fine. I click update driver, don't connect to windows update, install automatically, and the Q35 installs right away and works.

The PCI Simple Communications Controller is the NIC's MEI interface, so I click update driver, don't connect to windows update, install automatically, and that installs as the "Intel Management Engine Interface" right away and works.

I don't understand why these don't go ahead and install automatically? Especially the second Q35...the first one gets it's inf from our defined c:\windows\inf\ec3 directory where the second one does...and every other piece of hardware.

Any ideas?

What was used for the master image system and did it have similar hardware? You may already have the enumerations defined in the CriticalDeviceDatabase, but I would still think it would see the unknown devices and rescan to install them. Possibly the option to not attempt drvier installation is set from the image master?
