Need direction for Window

Hi ! Sometimes when i shut down or restart computer, it doesnt completely shut or begin to restart. The power light doesnt off, its still flash. The screen has a dark brown light. I had to press and hold power button in order to shut down computer completely. I dunno whats going on !!!
