Empty folders in Explorer view of start menu in Win2k

In my Win2kPro, all folders, sub-folders, and shortcuts are displayed and work properly in my start menu but in Explorer view of the start menu, a few folders show only the top sub-folder while most show none. A right-click check of properties for the main folders shows that they are empty -- 0 folders, 0 files, 0 bytes. Can somebody help me with this?
