Why do I get so many undeletables in Vista?

Every other file I try to delete Windows says I can't. Why does this keep happening? Only when I reboot does Vista let me delete the files. I tried Unlocker but the app tells me it found no locking handle and when I tell it to delete a file it can only do it in a reboot which defeats the purpose of the app to me. I'm often doing something that would make rebooting a great annoyance. Is there some background process in Vista that I can disable so this undeletable stuff will stop happening?

go to properties and security change the owner from TrustedInstaller to Administrators or yourself. Even with UAC disabled it doesn't reset the drive permissions to you, so UAC might be disabled but TrustedInstaller still owns the C drive.
