a dll to launch an app [vb6]

so i wanted to create a dll in vb6 (is this even real dll?) anyway i wanted to create a dll to load an app when you try to run it it gives you an option to load an app which what i tried but when i register the dll nothing happens the app doesnt load. is there something im missing or cant i do this is vb6 (im not user vb.net because i think it is evil and i like compatibility)
