Time Zones in Vista

Running Vista Home Premium

When right clicking clock in taskbar I am unable to change time zones. It lists me as GMT +0.00 unknown time zone, but the button below called change time zone does nothing.

Any ideas? I think this is the cause of Outlook 2007/Exchange problems I am having ............
