.Net Framework Initialization Error v1.1 4322

Dear Experts,

I get an error message called .Net Framwork Initialization Error each time I start my computer and or want to run some programmes on my computer. The Message says

"to run this applicaiton you must first install one of the following versions of the .NetFramwork: v1.1 4322

Contact your application publisher for instructions about obtaining the appropriate version of the .Net Framwork"

Could you please help me by giving me step by step instruction what I have to do to fix this? I have just got myself a new Laptop ( with windowns all in allien language...German...) and I feel like a total blond (dumb and stupid) when it comes to these problem shooting which I have no idea of!
