So, your trying to mirror one physical hard drive to another physical hard drive through Windows Disk Manager, right? If so, then you must convert both disks to Dynamic disks. Right-click Disk 0 and choose Convert to Dynamic Disk, you will have to reboot if Windows is installed on this Disk. Do the same for Disk 1, then you should be able to add mirrors to your partitions. You must have enough free space on the second drive to add the mirrors, it has to be at least as big as your first drive.
