When running programs in XP Professional, my taskbar looks unusual (see attatched jpeg). This does not happen in IE or Explorer. How can I fix this?

Whenever I download an image off the net, the "save as type" drop-down menu displays ".bmp" as the only choice for file format no matter what the type of image I download is. Any suggestions on what this is?
