Would that software be something like SMS from Microsoft? There is no such software as standard in 2003 enterprice server?

Hello all I entered my controle panel and clicked on add new programs There it said it is scanned my network for programs authorized for me to install I would like to know how I can offer such services from my windows 2003 server domain controllers on my network to my windows XP clients Do I need some sort of broadcasting services?
