But schools, especially public schools, are no commercial. They are basically non-profit since it's the goverment. They make profit though taxes and then spend it all. So I'm still not sure how this makes it commercial. I've seen it in many places with the "personal, non-profit but no commercial" policy accept schools as well. But I'm assuming that doesn't make a difference either.

Well I'm going to use for school but it's something I'm making for my self. I'm just including functionality that relates to school since I'm a student. Does that make a difference?

I am making an automated install for school. I have about 7 accounts I have to be made when the install runs. None of them are created and I've recreated the ISO many times. I run this install on a VirtualBox VM and completely formatted the disk multiple times but it never fails to not create the users. What could be the problem here?
