E-66 has helped you, they've suggested using the Search function. Would be my first suggestion as well, followed by google.

Try typing PATH into the command window, see what it brings up. If it's missing %sysdrive%\Windows\System32 you'll need to add it by going into Environmental Variables in the System dialog. This should clear up any problems with missing commands. Had a similar problem with an install of XP SP2 using NLite, this fixed it though.
