They both are updated for MS IE7 updates and will simplify things for you.

Now sure how you went about your custom pack for IE7, but here is how I did mine and it works a charm.

IE7-WindowsXP-x86-enu.exe /quiet /norestart /update-no /nobackup

Just download the installer from MS (IE7-WindowsXP-x86-enu.exe) and place in the svcpack folder., then zip the ini and rest up in a zip or cab. Of course if you want it to backup replaced files then remove the /nobackup switch. If you keep it like above it wont show in add/remove programs and cannot be uninstalled.
