Do you have an example procedure of how to set up IAS as a RADIUS server for Cisco routers, without using AD? A long shot I know

Can IAS be used in Server 2003 without using Active Directory? I'm trying to set it up as a RADIUS server for a network of PIXes, and was hoping to just get it to look at local users configured on the server. Hope this makes sense? Any help greatly appreciated Thanks
