Update: Redid the slipstream in XP and still having Home OEM keys being rejected

Great thanks!, that was probably the issue! strangely enough I've had no issue with slipstreaming before Sp3, or slipstreaming SP3 into XP pro Ret/OEM

I'm working with XP Home oem in helping a NPO refurbish PCS. I Slipstreamed SP3 into XP Home OEM (from a vanilla Sp2 CD) However I've been unable to get it to accept any of the key codes I've given it off of the COA on machines... Xp Pro OEM works like a charm however. Is this possibly a bug in SP3?
