Yes I have the same problem me and my friend has solved the issue somewhat but it is not a fix. It seems to be iis. when you put the dll file and the iis inf in system 32 from the windows xp cd then run regsvr and the it will error and then you log off it will work one time only and that something me and my friend has not come to a solution on just yet. I know it has to do with iis. I hope this helps but what I have given is not a perment fix it only works one time only.
