thanks but is there a way to regain my control panels functionality?

ehm well hi this is my first time posting... anywho i use a dvorak keyboard layout which i had enabled thru the regional and language options, no trouble there... it worked just fine too with the convenient keyboard icon in the taskbar. I made the ill fated descion to disable the keyboard icon (as i was not planning on using the qwerty layout again) and now... my regional and language options will not open, double click as i may ahhh! so far ive tried 1) creating another user account the regional and language options icon wasnt there at all! 2) Snooping around in the registry But where?! 3) google google google so thats my story, if anyone could be of assistance, I would deeply appreciate that thanx!
