[I know this sounds stupid but i cant get C:\ to run]

when i try to open the command prompt from xp's start menu or the run icon in the menu i get a window pop up that says

"C:\WINDOWS\system32\cmd.exe" and the big X with dialoge that states "Another program is currently using this file."

how do i regain control of my computer
