I had that enabled, still does not want to download anything. Any other suggestions?

I did a System Recovery, Windows XP Home Edition. Now when I try to download any files in Internet Explorer, I get the following error message: "Internet Explorer was not able to open the Internet Site. The requested site is either unavailable or cannot be found. Try again later." Is there a setting that needs to be changed or a corrupted file? I have searched for different tools, but again, cannot download them to run any sort of diagnostics.
