I don't think this is exactly what you requested but there is a really slimmed down version of adobe photoshop here. URL REMOVED

I am only saying this to prevent questions asked later on - there is no activation required.

I say the above in no "means to advertise this or support it" if this is not allowed on msfn - i am extremly sorry and please just remove my post not me. Thanks.

Very light and GPLv2 PDF reader for all Windows: SumatraPDF

No way. There's FoxitPDF

The free version is awesome, but for a little bit of cash there's the Pro-Pack which gives you editing features, the text extractor is awesome, and you can put sticky notes and stuff. Its pricy, but it helps keep the regular version free for all.

There's also a great app I use. Lite. Its called go2pdf Virtual printer that 'prints' anything to PDF format.

I tried Foxit, but I much prefer Sumatra over it. I love how unbelievably lightweight it is.

Its got 2 features I like:

1. Simple

2. It pre-renders the document so you den't get ugly tearing like Foxit.

But it uses more memory than Foxit, while doing much less. No tools.

That is a good idea. However it is not legal like shark mentioned.

Instead why don't you post the link to the software/method to strip down Photoshop for those of us who have it.
