Windows System Files Copying Twice

I am trying to install WinXP using WinPE and I am having a semi-issue. Everything installs fine but it takes forever. It seems to me that the Windows system files are copied twice -- during the initial winnt32.exe portion and then on reboot when Windows XP goes into the text installation mode. Is this how it is supposed to happen? My Startnet.cmd file looks like this:

startnet.cmd

----------------

factory -winpe

cd x:\xppro\i386

winnt32 /syspart:c: /tempdrive:c: /makelocalsource /s:x:\xppro\i386 /unattend:x:\xppro\i386\winnt.sif

exit

My disks are being partitioned and formatted in the winbom.ini file. Anyway, is this how it is supposed to work or am I doing something wrong? Thanks for your help.
