If it still does it after checking the BIOS Boot Sequence open Windows Exploer, insert a floppy diskette, open it, give it a few seconds for the light to go off, eject it. Still in Windows Explorer switch to drive c. Close Windows Exploer and reboot the machine. Come back here if that does not fix it.

Do you have an Anti-Virus program such as Norton or McAafee? Check the settings as they will scan the floppy drive on start-up and shut-down. Also, are your Windows Updates up-to-date? There is a Windows XP Update that fixes this problem.
